Milko
Kovachev was born on 22 February 1957 in Pernik, Bulgaria.In 1979 he graduated
in Power and Nuclear Engineering from the Technical University, Sofia.
His postgraduate study was on the System Analysis of District Heating.
He started his career as a Senior Reactor Operator in Kozloduy Nuclear
Power Plant. From 1986 to 1992 he was Assistant, Senior Assistant and
Chief Assistant in the Technical University, Sofia - Power and Nuclear
Engineering Chair. He became a Deputy Manager of the Training Centre at
Kozloduy NPP in 1992. Two years later he became a Head of Nuclear Power
Department and a Head of the European Integration and International Relations
Division of the Committee of Energy. He was also Head of PHARE Nuclear
Safety Program. From November 1997 to February 2000 he was Head of Safety
and Operation of NPP Division of the National Electric Company. He became
Head of the European Integration Division of the European Integration
and Relations with International Financial Institutions, Department of
the Council of Ministers in 2000. On August 2001 he was appointed as Chairman
of the State Agency for Energy and Energy. On 21 December 2001 he took
an oath in the Parliament as Minister of Energy and Energy Resources.
Minister Kovachev speaks French, English and Russian. He is married with
two children.
