Thomas L. Neff has been a Senior Researcher at MIT's Center for International Studies since 1975. Between 1977 and 1986 he directed the International Energy Studies Program at MIT. Dr Neff has researched nuclear fuel markets since 1975 and is the author of The International Uranium Market (1984) and numerous publications on energy topics. In October 1991 he proposed the U.S.-Russia HEU agreement and was invited to Moscow in December 1991 to discuss his proposal with Russian weapons scientists and government officials. He has subsequently assisted both governments on HEU and other nuclear security matters, receiving the 1997 Leo Szilard award for these efforts. Dr Neff has served as an advisor to the White House, the Department of Energy and the U.S. State Department, as well as commercial firms, on policy and commercial strategy. Dr Neff received his PhD in Physics from Stanford University in 1973.
